Used gnome-schedule for many years in many earlier versions of Ubuntu.
Nice one.
Ubuntu 16.04 not having gnome-schedule is highly inconvenient

Use vm.swappiness vm.vfs_cache_pressure to the minimum possible
Run the below command in Terminal
sudo gedit /etc/sysctl.conf
Add the below line at the end of the file. Select File Save. Select File
Quit. Restart computer
vm.swappiness=1

U r correct. The suggestion in Comment #9 is applicable only if grub2 is used.
If grub is used the below command can be used
sudo gedit /boot/grub/menu.lst
to edit and replace kernel parameters
