[Bug 1899854] [NEW] [SRU] Move to Canonical's GeoIP Service

[Impact]

 * Lubuntu currently uses ipapi.co for GeoIP services.
 * ipapi.co is not controlled by us, and could become obsolete in the future.
 * Canonical already provides this service, so we should move to use this 
instead.

[Test Case]

 1. With a Lubuntu 20.04 LTS daily ISO, install the package from focal-proposed.
 2. Ensure that your current timezone is correctly identified and selected.

[Regression Potential]

 * Any underlying regressions to the XML library could affect this change.
 * If Canonical's GeoIP service goes down, the default location is New York. 
This provides a clear fallback.
 * Edge cases with Canonical's GeoIP service might occur, but should be 
addressed with the service itself and not our settings.

This has already been fixed in Groovy, and Eoan just went EOL.

I have uploaded your patches to Focal and Bionic, and they are waiting
in the respective queues. I tweaked the version numbers and made sure
the LP bug number was in the changelog, following SRU policy. I also
changed bionic-security to bionic in your Bionic diff changelog, since
in order for it to be SRU'ed it can't go directly to -security.

In the future, try to follow DEP-3 patch headers. It makes it easier for
others to review your patch, for uploading and further maintenance. You

Although Disco is EOL, I uploaded the patch to Eoan. I changed the
version number to 1.3-1ubuntu0.20.04.1, since 1.3-1ubuntu1 was already
uploaded to Groovy. Although this is something I don't particularly like
to nitpick on, please try to follow DEP-3 for patch headers in the
future. It makes it much more readable (by humans and machines). More

  10. Repeat steps above, but check "Home" again
  11. Note that all of the desktop shortcuts are displayed, but also a new 
file, most likely computer.deskop, but with a 6 digit alphanumeric string 
appended to it.
  12. Note that the file does not exist (e.g. with the file manager)
  13. Log out and back in again
  14. Note that now there's a user.desktop instead of a computer.desktop
  
  EXPECTED RESULTS
   * non-existent files should not be displayed on the desktop
   * if shortcuts files are temporarily renamed with the random string 
appended, they should be recycled when finished
  
  ACTUAL RESULTS
  The shortcuts display correctly, but the additional non-existent file 
sometimes shows. There is an unambiguous way to reproduce (see below), but it's 
not consistent:
   * Lubuntu 19.04 live does not have the problem
   * Lubuntu 19.04 install boots to the problem
   * When pcmanfm-qt is restarted in Lubuntu, the errant file goes away, but 
logging out and back in again returns the problem
  
  NOTES
  Also occurs in Debian testing, though it doesn't initially have the problem 
and only affects the Home shortcut.
  
  WORKAROUND
   1. Open pcmanfm-qt
   2. Go to the Desktop folder
   3. Refresh the folder (F5)
  Now the errant file will not return, no matter whether or not you check 
shortcuts on or off. It will return when you log in again, though.

good there.

I was reviewing your debdiffs when I saw that a lot of Debian changes
were rolled in here. While most of these changes I would consider
acceptable for a stable release update, they should be documented in the
bug description as well. All of the changes made should be strictly
necessary, and e.g. the copyright http -> https change, while that is
absolutely best practice and you should make that change in the current
development release, I would not say it is necessary for an SRU.

The bug was only fixed in our Calamares configuration and still needs to
be fixed in initramfs-tools.

Is there a reason this can't go to Debian first, and then flow down to
Ubuntu? I will be happy to sponsor to Debian.

I have reviewed this package; here are some items which should be addressed:
 1. The current version of debhelper is 12, while this package has 10. Could 
that be updated?
 2. Standards-version is at 4.1.2, could that be updated to 4.3.0?
 3. Can this package only build on the four architectures you have specified in 
the PPA? Ubuntu builds for two additional architectures and Debian builds for 
many more; if it can only build for those four, you should replace "any" in 
debian/control with a space-separated list of architectures.
 4. After doing a copyright review, I found that some of the files only have a 
copyright notice for the author, and not the standard LGPL header, which should 
be fixed upstream. Additionally, in one file, another author is credited: 
"Additional code for pwmSetClock by Chris Hall " 
(wiringPi/wiringPi.c), and in wiringPi/wiringShift.h the copyright dates go 
back to 2009.

I no-change backported 0.9.10-1 to Bionic and uploaded it to the queue.
I didn't backport 0.9.10-2 because it is a mipsel-related change that
really isn't appropriate for an SRU. 0.9.9-2 is equivalent to
0.9.9-1ubuntu1, so it can replace that change.
