Now that all V4L2 drivers set device_caps in struct video_device, we can add
a check for this to ensure all future drivers fill this in.

Also verify that when the querycap ioctl is called the driver didn't mess
with the device_caps value and that capabilities is a superset of 
device_caps.

[SRU Justification]

Impact: Starting with kernel version 5.4 the v4l2-core started to add
sanity checking on drivers when querying capabilities. First drivers are
not supposed to modify an initially set device_caps attribute. And
second, the returned set of capabilities must be a superset of those in
device_caps. The v4l2loopback module fails on both checks which results
in repeated warnings (with additional stack trace) starting with:

Fix: The proposed fix adds compat code which stops modifying device_caps
after initial setup for kernel versions 5.4 and later. Also for those
versions the initial setup excludes V4L2_CAP_VIDEO_CAPTURE and
V4L2_CAP_VIDEO_OUTPUT as those capabilities might be optionally set when
calling v4l_querycap() to indicate readyness.

Testcase: Inserting the DKMS module the following way should start showing the 
above warnings:
  sudo modprobe v4l2loopback exclusive_caps=1
Once the fixed version is used, there should no longer be any warnings.

Regression Potential: The change affects the internal device_caps
variable only. If that is unexpectedly used by anything external (the
kernel code should be assumed to expect the modified form) the loopback
device might become unusable for recording/playback. I have been using
the modified driver for a while now as v4l2sink in obs-studio and saw
now issues.

So I can confirm the behavior with a local Xen Server and a HVM Xenial
guest. While the current proposed 4.4 kernel crashes while setting up
the acpi interrupt, this does not happen with a 4.15 kernel from
proposed on a Bionic HVM guest. Still I was able to get the 4.4 kernel
to boot by reverting the following patch. Despite it being applied to
4.4 and 4.15 proposed. So it sounds like something outside the scope of
the patch itself that changed between 4.4 and 4,15 is causing the
problems.

Just some additional data without any final conclusion. Talking to Sean,
the affected instance type seem to be all Xen based. The provided
stacktrace backs this. In the past that could have been a mix of
paravirtualized (PV) and hardware virtualized (HVM). But since
spectre/meltdown I expect that to be all HVM guests.

>From the stacktrace the bug occurs early during setup of ACPI. At least
that part has not changed on the 4.4 kernel side. There is one change in
this cycle which changes where internal driver data gets attached to
interrupt controller structures. Though that would be a change which was
applied to all (4.4, 4.15, 5.4) kernels in this cycle.

This would be the proposed fix for focal which should also prepare us
for the coming hwe kernels as well. For bionic there likely will be a
similar change needed. At least to handle hwe-5.4 but potentially the
upstream change got backported to 4.15 as well.

Thanks, You-Sheng and Hui, I would suggest (and maybe that is what you meant) 
to use dkms (remove or uninstall for the 5.4 kernel version) to drop the built 
dkms module from the 5.4 kernel as a first test. That way it is available for 
any older kernel as long as they are kept.
If this works and it is unlikely to have to go back to 5.3, then it is better 
to completely remove the backport driver. Otherwise it gets rebuild/installed 
for every kernel update.

I would also take back (at least for now) the wont-fix status for the
dkms package. With the 5.4 kernel being the latest HWE kernel for
Bionic, we should see whether we can make it not compiling for 5.4.

Could you please run (while running the 5.4 kernel)

sudo apport-collect -p linux 1892163

That should add more information about hardware and content of logfiles.
Also you could try to enable the PPA where upcoming kernel releases are
made available for testing:

sudo apt-add-repository ppa:canonical-kernel-team/proposed

To get rid of the additional PPA later, you can run

sudo apt-add-repository --remove ppa:canonical-kernel-team/proposed
