Still happily chewing CPU cycles on 16.10.

Another pretty effective workaround might be: apt-get remove --purge
apt-xapian-index

The downside (on Kubuntu) it's that it takes out also muon, but if you
don't depend on it, it makes a terrific difference on your laptop
battery life.

I will add that on my machine (Ubuntu 16.04.1) increases in CPU usage get 
triggered also by changes in the network connectivity. 
For example, if the WiFi connection drops and Skype tries to connect, Plasma 
goes immediately to 100%. Killing Skype reduces the CPU usage to 15-30%, but it 
stays around that for a while.

Same thing when using Dolphin to copy large files from the internal SSD
hardisk to USB thumbdrives.

(I'm sure it's a fixable, and it will indeed be fixed in time for the
announcement of KDE 6, which will bring all kinds of new and exciting
bugs together with some nasty and unavoidable new features)

I spent some time during the weekend to trace the the problem, and I
found what looks like a working solution at least for me. Below some
more details.

HARDWARE
My laptop is an Asus Zenbook UX31A with Elantech touchpad.
It used to work fine with 13.10, but after the update to 14.04, I had no way to 
use the tap at all. The two-finger scrolling didn't work all the time.

TESTS
1. Xinput reported the tap to be properly configured, so I've used set-prop 
to disable and re-enable it, again, no success. 
Tpconfig (tpconfig --tapmode=1) wasn't even able to set the tap value properly. 
The command mev didn't report the tap event, while others (two-finger, actual 
clicks) were recognized.

2. Using a freshly created account, I found that it was working fine with that 
user, so I did a systematic analysis of all the 
I traced the problem to the existence of two different config files for 
touchpad settings (likely, one of them was created after the update):

   ~/.kde/share/config/ktouchpadenablerrc
   ~/.kde/share/config/touchpadrc

I think they correspond to the two startup services I see
(Settings-Startup and Shutdown-Service Manager), namely KDE Touchpad
Enabler daemon and Touchpad. I would say the former should be the one
to keep, but I'm not sure about it.

WORKING SOLUTION
1. I've removed the two config files and I re-configured the touchpad using the 
Settings interface and I've restored the tap.

2. Surprisingly, the tap stopped working again when the palm recognition
was activated, while everything else worked fine so keep an eye on that
too.

As far as I can tell, this restored the full functionality on my system,
but palm detection must be disabled.

I encounter a similar behavior with my netbook (32-bit, Intel 945GSE), KDE 
4.8.3 (Kubuntu).
At every login, performances are unbearably slow, despite the fact that the 
settings report the OpenGL mode as active.

To fix the problem I have to switch the compositing type to XRenderer,
apply, then set it back to OpenGL. When I do this, I get prompted with
the same message Robert reported for this bug.

By testing it with a freshly created user, I can trigger the bug even without 
having to logout first. I've tested it on the aforementioned netbook:
-log with the default Plasma Netbook mode (max performances, very fluid)
-switch to Plasma Desktop (still max performances, very fluid)
-In System Settings-Desktop Effects-All Effects change any of the plugins 
already activated (i.e. Desktop Grid) then press Apply (desktop extremely slow, 
kwin constantly at 100% CPU usage)
-switching back and forth between OpenGL and Xrenderer fixes the problem
-at the next login, the desktop will be very slow again.

I don't know if this can be related, but I've also monitored the kwinrc
content and it seems that upon any setting changes, the files goes from
25 to ~250 lines (somehow understandable, but... hard to debug).
Initially, the line setting the OpenGL backend (Backend=OpenGL) is not
present, but after the setting change described above, it shows up.

I confirm the problem with the 3.4.4 version under KDE, and removing
libreoffice-gnome and libreoffice-gfx (it wasn't even installed
actually) doesn't solve the problem (but, again, I'm under KDE).

On my files, it happens with white backgrounds and invisible gray text
color.

I understand that this is not a critical bug because it doesn't affect
stability, but the implications are that Libreoffice files cannot be
trusted when opened in two different systems, *even* when the versions
are identical (I've head of another popular commercial software showing
similar problems, but at least it was mostly because of versions
mismatch).

Frustrating when it happens close to a deadline, but even more
disrupting when it is found in front of the audience when running the
presentation.

When logging in in a new session or after some time of usage, the aptd daemon 
(and the update-manager too, presumably) will start to scan for updates.
The processes involved in this steps are usually running with full priority (or 
with nice values higher than 20? I wasn't able to catch it...), and this can 
make the system extremely slow, or even unusable on netbooks.

If possible, having these processes running at lower priority (even if
only for the scanning process) would help a lot and could make the
difference in systems with low performances.
