I have a similar issue, except that with distinct machines I may have to
go back to 4.13.0.-37 or -36. I also use Nvidia GPUs but distinct
nvidia-drivers 390-30 and 390-48 without that making a real difference
in behavior.

My impression is that something goes wrong in the power management
before the system is fully booted and not really a kernel fault.

Hard to tell, when there is nothing really on the screen and hard resets
the only way to get out of there...
