I also get that error when reconfigure selinux with dpkg-reconfigure.

Further, selinux instalation in my system doesn't create the policy
which will cause an error when booting as i describe in

  SELinux is successfully running with generic kernel, i don't know why it 
doesn't on server kernel :(

+ Just make sure that selinux run on generic kernel, but when i boot again it 
still fails. I don't know why my previous boot is success.
+ I just reboot and edit GRUB to boot without splash, i found some errors that 
tell me that the policy file on /etc/selinux/refpolicy/policy is not on his 
place. I try reinstall the selinux and browse again to 
/etc/selinux/refpolicy/policy but the policy still not there. I don't know why, 
it seems complicated than debian itself.
