I think hplip got uninstalled due to that hpcups filter is missing and
you are seeing the error. Could you install hplip.

Could you remove the cups and re-install cups with the following
commands
apt-get remove --purge cups
apt-get install cups

Could you check the hplip version
dpkg -l | grep hplip
uninstall the default hplip package which come default with distro.
sudo apt-get remove
Then do fresh install of hplip-3.19.3 and install plugin manually using
sh for the same hplip version.
