... another place where settings are saved is `~/.config/xfce4/xfconf
/xfce-perchannel-xml/xfce4-panel.xml`. Settings there seem to be
retained.

... to add: The ~/.config/xfce4/panel/weather-[0-9]*.rc still are there
and have sensible configuration, but on reboot the applet somehow does
not load them. (I have three applet instances of the applet and three
config files; for three different locations.)

xfce4-weather-plugin does not retain configuration

I currently have it from time to time in Artix/ Arch Linux (libreoffice-
still 6.1.6-2), only using lcalc. It is triggered when I do some action,
but too seldomly that I can really test what in detail triggers it.
And it happens with SAL_USE_VCLPLUGIN=gtk3, as well.

The original problem and it's solution did also apply to me; however, I
did not find any option in xsane to change compression; I had to change
the .drc-file directly under the ~/.sane/xsane directory.
