I have the same problem in Ubuntu 10.10 on Toshiba A300 laptop. But I
have /etc/network/interfaces containing required lines:
auto lo
iface lo inet loopback
But Upstart doesn't launch services anyway.

When upgraded kernel to 2.6.32-22, ACPI events stopped trigger at all. Nothing
work, even after few reboots.
But when I suspend laptop then after resume it works. Both brightness and
plug/unplug work correctly. Is bug in kernel?

I've noticed this occurs only if I start with AC unplugged. It dimes
screen on startup and if I either plug or unplug later nothing happens.
But I still able to control brightness manually using scripts (not Fn-Fx
buttons).
