Problem exists on Toshiba Satellite 5105-S607 under Karmic Koala 9.10. On dual boot system and brand new battery Windows side shuts down properly and there is no measurable battery drain when machine is OFF for a week. Shutdown (to OFF not hibernation) from Linux side drains battery completely in approximately 3 days. As for "BIOS solution" this particular model (and many similar) do not allow user BIOS meddling. All what one can do is pick up boot device, no other settings are manageable. I think that this type of problem should be fixed in kernel.
