Also tested Wine from 3.20 to 5.5 and confirm it happens on both. Open Xenial 16.04 desktop (with Unity) , install pyqt5 using apt (sudo apt install python3-pyqt5). Make a program that has a menu bar, the shortcuts are not shown by the side and they don't work. Uninstall python3-pyqt5, apt install python3-pip.
