I have checked the Ubuntu kernel config on my laptop and it has

OK, I removed all of those and as I said I had removed everything, apart
Firefox Thunderbird, in HOME folder. Also, User Admin Advanced
button doesn't work either. It seems gksu doesn't work not update-
manager
However, I created a new user and everything seems to be fine there

Update Manager can be invoked from menu but won't install updates when
Install Updates button is clicked, user password is not prompted.
However, when Update Manager is launched with sudo command updates are
installed.
