This happened to me as well. The process of kill -9 {all the locales processes} then reboot to a command line window, and apt-get dist- upgrade followed by dpkg-reconfigure locales fixed the problem. Thanks everybody for the help.. BUT.. This is not a new bug. It has been going on for some
