Because of this bug, my computer cannot start the x server and brings me
to the command prompt. Typing 'startx' doesn't work.

I don't have the problem anymore. After I had upgraded CUPS, the problem
had disappeared.

I downloaded the Debian Live CD. Burned it and booted. Now the
