A workaround is to delete the contents of ~/.local/share/gnome-software/.

I have found a workaround on my 16.04.1 system (whether dbus problem that was 
already fixed or not).
I removed the .sh from the umount files in rc0.d, rc6.d and init.d ...
su
cd /etc/init.d/
mv umountnfs.sh umountnfs
cd /etc/rc0.d
rm K05umountnfs
ln -s ../init.d/umountnfs K05umountnfs
cd /etc/rc6.d
rm K05umountnfs
ln -s ../init.d/umountnfs K05umountnfs

[Bug 1606238] Re: gnome-software won't open

I did the same, deleted the contents of ~/.local/share/gnome-software/ and it 
worked for me too.
By the way, I also renamed the directory gnome-software and that worked as 
well, a new dir called gnome-software was created during application startup.
It's a workaround but not a fix.

Don't know if this helps ...

I ran 'gnome-software --verbose' and got this message several times:
(gnome-software:5189): Gs-DEBUG: cannot find plugin 'packagekit-refine'

And I noticed that the very last line of output was:
(gnome-software:5189): As-DEBUG: run GsPlugin::apt(gs_plugin_refine)

After that the terminal was hung with no more output.

I looked at the Debian package list at 
https://packages.debian.org/sid/amd64/gnome-software/filelist
it does include a lot of packagekit libraries.

The contents of my plugin dir:

I would like to add that this is a fresh install of Xenial.
Also I have been using synaptic without any problem.

Just to add something although I don't have the problem now.  When using
the Ubuntu Software Center to install the "Ubuntu Restricted Extras"
package it appeared to hang so I waited then quit.  Then I saw the
dialog asking me to confirm the EULA, the only option was to continue,
which ended up in an error.  The real problem being that the EULA dialog
was behind the Software Center window all the time, bit confusing.
