Could not initialize the package information

An unresolvable problem occurred while initializing the package
information.

Please report this bug against the 'update-manager' package and include
the following error message:

I have sent the message below  to boot-repair but it was return not deliver
 could you please davise?

After upgrading the Portable machine from Ubuntu 11.10 to 12.04 and 
restarting the Com. The following message came up ( it did not boot) 
GRUB RESCUE: I did not what to do?
I started a BUG at
bugs,launchpad/bugs/1051258

I than start the Comp, with the USB hey “Ubuntu secure 11.04” and start 
'boot repair 'and the following message appearer
“do you want to update the software ? ( this will download and install 
last version from PPA)”

Boot successfully repair

I then re-boot the computer but the same message appeared.
