There have been many changes in Ubuntu since that time you reported the bug and your problem may have been fixed with some of the updates. In the interest of code improvement, I made a patch that fixes the issue and additionally searches for /usr/share/backgrounds/installer.png when using feh (the current list is rather arbitrary).
