please read the description. the problem is not in switching to hebrew, it's in 
that the selected language don't match the one selected in the login phase.

perhaps you're confusing with another bug (which i have seen reported
here on launchpad).

I performed that test was actually able to switch to the Hebrew langange
upon login. Once in the session, the selected language remained the
default language. I had to install the Hebrew language as it was not a
langauge to select during system install. I am using the latest build of
Lubuntu. Try to perform this action again.
