Ubuntu 16.04 LTS is configured with HPLIP 3.15.2 by default. Ubuntu 17.04, which is not LTS, is configured with HPLIP 3.17.9 but no convenient way to upgrade to it and will not be supported after January 2018. Since Ubuntu 16.04 is going to be supported for the next 5 years, it needs to have
