Budgie does not handle any accessibility options. The v10.x series never will. May do in future budgie-desktop v11 work. As and when the new upstream infrastructure handling v11 issues is created, then such future wish- list items should be added then. However, pressing the toggle button for the on-screen keyboard has no effect.
