Additionally in 18.04 there is nothing like "Send occasional system
information to Canonical" in gnome-control-center - only the report
crashes option appears.

However, what is written is "report_metrics" which is not read by
whoopsie. So to avoid any confusion the best approach seems to be to
just remove /etc/whoopsie.

/etc/whoopsie is created in Ubuntu 16.04 if you uncheck or check "Send
occasional system information to Canonical" in ubuntu-system-settings.
