Still not entirely working but I feel it works more often now. Better on my desktop with a mouse and worse on a laptop with a clickpad. Something that seems to help (after hitting Escape) is to click on the desktop. Then the next drag attempt is more likely to succeed. BTW, hitting Escape was not a workaround.
