With Debian having rejected this change, I don't think in this case it makes sense for Ubuntu to carry a delta for this either, so I'm marking this bug Won't Fix to make it clear that we don't intend to make this change in Ubuntu. Barry's separate bug 1873166 does seem like a good idea, and it
