I have exactly the same behaviour with backport-iwlwifi-dkms and
AX1650i. Uninstalling the backport fixes the issue.

@danjjl, nope. It's a regression in backport-iwlwifi-dkms. Should be
fixed there.
Also reproducible with another model: Intel Wireless 7265 [8086:095a]
subsystem [8086:5202], which is 7265NGW BN.

This did solve the WiFi speed issue.
the Additional Drivers software erroneously reports the device is not
working when backport-iwlwifi-dkms is removed (see screenshot). Should I
open a second bug report for this error in Additional Drivers?
