I found a regression of mutter.

3.36.4-0ubuntu0.20.04.1 works fine. After upgrade to
3.36.4-0ubuntu0.20.04.2, I could reproduce this issue.

I just noticed that, inside the login screen, making text larger (using
the top-right accessibility menu option) and toggling it back to its
normal size, makes the ellipsis disappear. Only for that session, of
course.
