Uploaded, thank you for your contribution.
I took the smaller patch, as I prefer to not change things
like standards version in Ubuntu. It would be great to forward
changes such as the watch file and the Homepage to Debian
so that they are not lost.

Also experiencing this in Hardy.
It may be worth noting that the graphical data window is not affected;
the scroll wheel works as expected for this window. It appears that the
bug only applies to the text windows, which are presumably handled
directly by LessTif.

Confirmed: Feisty ddd 3.3.11-1 on amd64.
I'd like to note that this problem does *not* exist on Fedora and
Gentoo.
