Since Google Code is now dead, the project has been moved to GitHub and the URL of the file is: https://github.com/gpsbabel/gpsbabel/blob/master/gui/gmapbase.html However this file is present in the source tarball and is however missing from the gpsbabel-gui package. This is a debian folder error.
