I have the same issue. Sometimes the menu would not show up at all, sometimes it would show up but any selection would be completely unresponsive. The workaround was to run sudo apt-get remove libreoffice-gtk. I'd originally had this problem on Ubuntu 12.04. A fresh install to Ubuntu 12.10 Beta 2 fixed the issue. Partly solved by LO 3.6.1~rc2-1ubuntu5. The menubar still is displayed in the unity panel when the globalmeny is disabled using UBUNTU_MENUPROXY=0.
