I have this bug on Mantic 23.10. I disabled it in multitasking settings
and verified it's off in dconf-editor yet sticky edges remain enabled
for some reason.

Bug persists in Ubuntu 12.04 64 bit 3.11.0-20-generic, gnome-control-
center 3.4.2. In particular, sticky edges effect only shows up on one
display edge, not on the other one.
