I can confirm this bug. apt-get install skype  needs skype-bin but it is a 
virtual package.
apt-get install skype skype-bin (translated from my german output) 
skype-bin:i386 : 
depends: libqt4-dbus:i386 (= 4:4.5.3) ...  

depends: libqt4-network:i386 (= 4:4.8.0) ...   
 
depends: libqt4-xml:i386 (= 4:4.5.3) ...   
 
depends: libqtcore4:i386 (= 4:4.7.0~beta1) ... 

depends: libqtgui4:i386 (= 4:4.8.0) ...
  
depends: libqtwebkit4:i386 (= 2.2~2011week36)
All those cannot be installed.

Kubuntu 12.10, KDE 4.9.3 (Kubuntu-Updates), Ubuntu-Partner-Repository

I've reinstalled from scratch again.
Just formatted partition that was dedicated for '/' mounting and also renamed 
my old home directory before reinstallation.
And now everything works and installs fine. So I believe my troubles was caused 
by some old configs or something like that.

Got the same issue on 12.04 x64: can not install skype(attached skype
installation log).

Skype was removed when I have upgraded from 10.04 to 12.04 so I tied to
reinstall it with:

sudo apt-add-repository deb http://archive.canonical.com/ $(lsb_release -sc) 
partner
sudo apt-get update  sudo apt-get install skype

and got this:

glaz@glaz:~$ sudo apt-get install skype
Reading package lists... Done
Building dependency tree   
Reading state information... Done
Some packages could not be installed. This may mean that you have
requested an impossible situation or if you are using the unstable
distribution that some required packages have not yet been created
or been moved out of Incoming.

The following packages have unmet dependencies:
 skype : Depends: skype-bin
E: Unable to correct problems, you have held broken packages.

I have also tried to download Skype package from official Skype website
and install packege via dpkg -i, but installation have failed because my
system does not contain ia32-libs package... and I can not install it
too..

I have googled for such problems and decided to reinstall Ubuntu from my
LiveUSB 12.04 x64 but it doesn't make sense, I still have the same
errors. Looks like I can not install any i386 packages at all =( (I
already meant  about ia32-libs).

As you may see in attached file, I've already manually switched to main ubuntu 
mirror, but it doesn't make sense too.
Also, I have tried to manually  add foreign-architecture i386 to 
/etc/dpkg/dpkg.cfg.d/multiarch but nothing changed.
Any ideas on possible solutions?

In fact all the mirrors in India seem to have this issue, I have since
changed all my Ubuntu machines to main, now to do it at an institution
mass level remains a challenge for me.

Changing mirrors didn't do anything for me, but the forum thread Arup
linked to had the fix for me. After doing:

sudo dpkg --add-architecture i386
sudo apt-get update

I was finally able to install skype with:

sudo apt-get install skype

So it looks like even though I got the same error message my problem was
different. This was on a fresh install of Ubuntu 12.10 x64 using Wubi
and I didn't do anything other than adding the Canonical Partners
repository before trying to install Skype.
