My interpretation, can't access tty is a catchall message that something broke somewhere and Ubuntu isn't going to tell you what failed. Example Gutsy winds up with the same message on the same hardware, however the developer's fix break=top and modprobe piix don't work because it fails before

I had the same problem, downloaded the alternate CD and installed it with that. Afterwards when Ubuntu started, I got ATA errors but waiting a long period of time paid off since it did continue with booting. Then I added the piix module in /etc/modules, I restarted and the problems were gone.

Put in an extra cable to put the IDE hard drive on IDE2, while the CDROM is on IDE1. Ubuntu booted right up, no can't access tty errors. Attached is syslog from the successful boot with CDROM on IDE1 HD on IDE2. Next option might be to try a different hard drive on IDE1 with the CDROM.
