Is it really worth testing if no changes have been done with respect to
this issue?

I noticed that with Ubuntu 12.10 and hence the 3.5.0 kernel, adding
acpi_backlight=vendor increased the number of brightness levels. With
Ubuntu raring and the 3.8.0 kernel, this grub command no longer changes
the number of

Now that I have upgraded to Ubuntu 13.04, the problem is back and,
after waking from sleep, can only change the brightness with the echo
400 | sudo tee /sys/class/backlight/intel_backlight/brightness command.

I found a solution to the problem.
I modified /etc/default/grub changing the line:
GRUB_CMDLINE_LINUX_DEFAULT=quiet splash
to
GRUB_CMDLINE_LINUX_DEFAULT=quiet splash acpi_osi=Linux
acpi_backlight=vendor
Then updated grub with sudo update-grub and the problem is solved.
