This bug is still present today. I installed Ubuntu 20.10 in English and I am located in Belgium. System configured automatically the formats as “Belgien”, i.e. with German dates & times. Installing French allows me to select the “Belgique” format which displays the dates & times in French.

To me the calendar is shown in the current language also in Raring. If I remember it correctly, the calendar wasn't instantly shown in the current language when I tested the fix (in Quantal). After a few logouts/logins - possibly including language switches - it suddenly started to work. Please
