I think it would be good, if apt could downgrade the dependencies, too.

Apt does support downgrading already.

Its just a bit hidden. Use apt-get install pkg=version. E.g.:
apt-get install gnome-panel=1:2.18.1-0ubuntu3 gnome-panel-common=1.2-0ubuntu3 
...

Note that the dependency reoslver will not downgrade automatically so
you will have to specify some dependenceies.

The packages don't support a downgrade but in most cases it works nonetheless.
The problem is if the newer version upgrades files like configuration files or 
database files to a new format and then you try to downgrade the package again. 
The old version won't work with the new file formats.
