Apt does support downgrading already. Its just a bit hidden. Use apt-get install pkg=version. E.g.: apt-get install gnome-panel=1:2.18.1-0ubuntu3 gnome-panel-common=1.2-0ubuntu3 ... The packages don't support a downgrade but in most cases it works nonetheless. The problem is if the newer version upgrades files like configuration files or database files to a new format and then you try to downgrade the package again.
