For the last three releases, I've also suffered Navigation and
Windows categories of the keyboard shortcuts get reset.  I have not
figured out the pattern.  But, changes via Unity Keyboard Settings, and
also by dconf-editor get over written.  I has happened mid-session to
me, on occasion, so I'm not convinced it is just a startup issue.

Hey guys,
I just found something that may help to solve the issue. I’m sorry for I should 
explain everything.

As you know it’s possible to change shortcuts keys from Dconf Editor,
CCSM, and also Unity Tweak Tool. Well, I’d tried both Dconf Editor and
CCSM, but the problem still existed. So I tried Unity Tweak Tool, and
yeah they does NOT change anymore. But the problem here is that Unity
Tweak Tool doesn’t have all the shortcuts.

So it seems the way the shortcuts are stored on home folder raises the
problem. Every time I changed the shortcuts, logout process would take
more than 2 minutes afterwards.

Some time later, my Ubuntu Unity Plugin got disabled by accident**. I just 
logged in and found it disabled. I had a blank desktop with wallpaper: no menu, 
no launcher. I opened CCSM and enabled the Unity Plugin. There were SOME 
CONFLICTS, the most important one for Show Desktop between Unity Plugin and 
General Options. I chose DISABLE for all. Wonderful! Both problems are solved 
now:
I have my shortcuts UNCHANGED after more than 10 reboots and some hard 
shutdowns due to power failure. Also the logout process is fast as always.

I conclude the problem is originated from the conflicts between (GNOME?)
General Options and Unity Plugin which both have settings to change
keyboard shortcuts.

** Not totally by accident. When logout process took long, I would kill 
X-server just by Ctrl+Alt+Backspace. The last time I didn’t kill X and waited, 
and opened DASH during the logout process! Maybe this caused Unity Plugin 
crashed on the next login.

Same problem here. Every time I reboot my adjustments to the keyboard
shortcuts are gone.

This basically means that the Keyboard shortcuts dialog is unusable. I'd
say, either fix it or remove the dialog from Ubuntu completely so it
can't fool any users anymore into the illusion that they can adjust
their own keyboard shortcuts.

After paying more attention to when this bug happen, I don't think it is
related to software updates.

Would it be possible that the setting get reset because of some kind of
file corruption ?

I have the same bug in Ubuntu 13.10 since at least Ubuntu 12.10. I don't
think it was present in 12.04.

The days there are no software updates the custom keyboard shortcuts work fine, 
the day there is a software update they get reset (at boot time or at least 
very close to that time: after the login screen they already don't work).
I don't know if it is a coincidence or not.

For me, only the Navigation and Windows categories of the keyboard 
shortcuts get reset.
Categories Launchers and System are not reset. 
I am not sure about others categories as I don't have any custom in other 
categories.

Like others, I would like the priority of this bug to be increased,
since it is plaguing Ubuntu for more than 1 year now (and 3 releases).
This bug's annoyance ratio is pretty high as it affects daily usage.

I am available to try any suggestion to try to identify the application
that causes keyboard shortcuts reset, but I would need guidance from the
devs.

Bug heat doesn't mean anything, as far as I know. More importantly, this
bug plainly has nothing to do with the network, Bluetooth, or keyboard
menus. Since Daniel says it only affects shortcuts under the windows
category, I'm guessing it's a bug in Compiz.

Re: bug heat: If it doesn't mean anything, why is it there, then? I
thought it somehow weighted the importance of a bug as derived from
visitor attention/frequency, comment activity, and so forth, so that
annoying but overlooked/misprioritized bugs can be noticed more easily?
