One more peice of data. I am able to prevent (workaround) the issue by
disabling Force complete redraw on intial damage in the Workarounds
plugin, which is enabled by default. Ironic, I know.

Also, forgot to mention it, but this occurs on both my desktop and
laptop. So it effects everyone with Ubuntu 13.04, regardless of
hardware.
