I filed a new bug for cheese (1176051) with further debug information.
But i do think this is related to kernel as issue exists on all webcam
apps.
I updated kernel to
3.2.0-41-generic #66-Ubuntu SMP Thu Apr 25 03:27:11 UTC 2013 x86_64 x86_64
x86_64 GNU/Linux
and issue is still there.

I installed linux-
image-3.9.0-030900rc8-generic_3.9.0-030900rc8.201304211835_amd64.deb and
was able to boot. Headers file gave error and did not install.
3.9.0 kernel recognized webcam but behaved same as current kernel
(3.2.0-39-generic). Please see comment #4. I have 2 applications which

Would it be possible for you to test the latest upstream kernel? Refer

I am using 3.2.0-39 now but this kernel is far from being perfect.
I use webcam with skype or Gtalk browser plugin. Now in most cases, webcam
works for short period of time (like 30 secs) then freeze and later light goes
off.
When I restart application, it works again and does the same thing.
I just tested this with 3.2.0-39-generic and there are no problems.
