I can't reproduce this on Debian testing with Emacs 24.3.
report-emacs-bug ignores any errors in the call to list-load-path-shadows, so I 
have no idea why (or how) this could cause
you a problem. Not that a missing simple.el should cause an error anyway.

BTW, since emacs24-el is only 14MB in size, I wish distributions would stop 
splitting Emacs this way.
14MB is a tiny amount of space in this day and age, and the .el files are 
basically an essential part of Emacs's
documentation, if nothing else.
