There was a problem here where -updates wasn't enabled for universe and
multiverse; that would indeed have bitten flashplugin-nonfree. This was
fixed a while back, in Ubuntu 7.10:
apt-setup (1:0.21ubuntu2) gutsy; urgency=low
* If either restricted or multiverse is enabled, add commented-out
I am attaching the requested /var/log/installer/syslog file off a fresh
amd64 Feisty server install. I'm not sure, maybe just the regular
desktop install is affected? However, my /var/log/installer/syslog file
shows that the feisty-updates repositories were consulted during the
install.
I don't see how this could happen; the installer should always add it.
Please attach /var/log/installer/syslog from an affected system to this
bug.

Although I can't say I had this problem with Feisty (mind you I
distupgraded from Edgy...), I have to admit that the Wishlist priority
on this bug seems to be somewhat improper in this case. Aren't updates
more important than that? In this case (Flash), this happens to be a
security update.

I can confirm this, same happened on all three different computers where
I installed Feisty (and others also told me about that).
