Thanks for the update. Commit c87059 is now included in the latest
13.10 release. It is the following commit in the Saucy tree:

Also, do you need this commit backported to earlier Releases, or just in
the 13.10 release. I don't see that it was Cc'd to stable in the
upstream commit.

The Saucy release was recently rebased to upstream v3.10. Can you test
the latest 13.10(Saucy) release and confirm this bug does not exist?

Issue is still there in both 13.10 and 13.04. I would suggest fixing the
issue in the next 13.10 release. The scenario is low priority as it is
unlikely that someone will shutdown integration services manually.
Please let me know when you may have a fix ready. Also let me know if
you need more
