The patch I mentioned in comment #6 is now also available in the
upstream 3.12.7 kernel.

A PPA of this kernel is available at kernel.ubuntu.com/~kernel-
ppa/mainline/ and instructions on how to install and uninstall it are
available at https://wiki.ubuntu.com/Kernel/MainlineBuilds

Ian Nicholson, this bug was reported a while ago and there hasn't been
any activity in it recently. We were wondering if this is still an
issue? If so, could you please test for this with the latest development
release of Ubuntu? ISO images are available from
http://cdimage.ubuntu.com/daily-live/current/ .

If it remains an issue, could you please run the following command in
the development release from a Terminal
(Applications-Accessories-Terminal), as it will automatically gather
and attach updated debug information to this report:

apport-collect -p xserver-xorg-video-ati REPLACE-WITH-BUG-NUMBER

Please note, given that the information from the prior release is
already available, doing this on a release prior to the development one
would not be helpful.

The CCSM workaround has not resolved the problem.  Unfortunately,
whenever I install fglrx, lightdm appears to crash and I wind up with a
black screen with a white cursor in the upper left corner of the screen.

Ian,

Your screenshot shows that Compiz is getting bad textures from the
driver/hardware. Compiz always renders everything in triangles but their
textures should fit together seamlessly. Most likely it's a driver bug.

You might want to try installing AMD's own driver fglrx.

Alternatively, you might have luck with a workaround like:
sudo apt-get install compizconfig-settings-manager
ccsm 
CCSM  Utility  Workarounds  Force full screen redraws (buffer swap) on 
repaint = ON
