Even with these packages installed, importing .ovpn files with or without "inline certificates" fails with the following dialog message: "The file '.ovpn' could not be read or does not contain recognized VPN connection information Error: the plugin does not support import capability." I suggest a priority of High considering today's security and government spying problems. On Ubuntu 16.04 there was no import button by default.
