Menu bar should stay during
This is an interesting idea, but very difficult in practice because the
Unity Greeter (the login screen) is a completely different process than
the Unity Shell you are (or may be) logging in to. Under the Unity 7 /
Xorg regime, they are not even run on the same display server.
