This appears to have been fixed by switching to oxide, which is built on
the chromium content API, which seems to allocate the first few percents
of the progress to waiting for a response from the server, as desired.

I totally agree with the proposed solution, a portion of the scroll bar
(e.g. 10%) will be dedicated to receiving a response from the server.
The progress bar will sit beneath the top bar - please check this
animation:
Adnane, how progress is shown in general (spinner, progress bar, or
something else) is a separate topic. This bug is specifically that
waiting for a server is not included in the progress display.
