Public bug reported:
Apport-collect tries to open an URL to log into launchpad with OAuth,
even when the X-server is not running.
The launchpad OAuth login page is not compatible with links2 (text based
browser), which makes apport-collect difficult or even impossible to use
for X-server bugs.
