How is this a bug? The default webapps container in ubuntu is based on webbrowser-app, so it has to be present. Well, when we consider that ,removing IE in Windows was impossible, was a bug, then this is no different. As we have already firefox installed on the system, why should we install another webbrowser? Perhaps we could also add openoffice to the installation by the way. There are people who don't need or don't want webapps. For me removing a webbrowser should not remove the whole unity desktop.
