I do think, btw, that this should be down as a security vulnerability.
The bug has left me as a simple user without any control over my network
aside from the switch on the wall.

Xubuntu 13.04 has reached EOL recently and is not supported anymore.
Does this bug affect newer releases?

Ignoring this EOL business for now, here's a quick fix, the problem and
the solution.

The quick fix is miraculous, really. You just type nm-applet on the
command line.

The problem was that Network Manager was deselected in Session Startup
Dialogue. I probably did this and forgot all about it. So, technically
speaking, there was no bug that lost the applet icon. Just my own dumb
ass.

But it is still the case that the nm-applet does not appear in the list
of programs you can add the control panel when you right-click on it.
This is a problem in case it does get lost. Or what do you do to stop it
connecting automatically at start-up without losing it altogether?
(That's a rhetorical question).

So I hope this report has not been an entire waste of time.
