This seems like a bug in ubuntu-release-upgrader. Why does xubuntu-
desktop get reinstalled on upgrade? Is this an intended feature so new
features are not missed on upgrade?

The xubuntu-desktop package reinstalling those packages back wouldn't
be an issue but an expected result. However, (some of) the packages are
pulled back even if you only have xubuntu-default-settings
installed.
