The xubuntu-desktop package reinstalling those packages back wouldn't be an issue but an expected result. However, (some of) the packages are pulled back even if you only have xubuntu-default-settings installed. ** Package changed: ubuntu-release-upgrader (Ubuntu) = xubuntu-default- settings
