I have a similar problem, although I don't know if it's the same.
Turning on Compiz n Gutsy doesn't draw window borders. The window
decoration plugin can be turned on and off but all it does is enable and
disable shadows. Moving, resizing, etc. works with Alt+mouse button, the
windows wobble,
