Indeed I was not able to reproduce it either, but it seems to happen
always on test infra. I'm assuming some sort of environment difference.

It's flaky, since the latest CI run passed too.
Victor, do you think you can have a look and see if the latest AP
changes might have introduced this somewhere? Like a select that needs
to be wait_select or something. Thanks!

Unlikely. If you look at what the test does it's simply checking that
you see the correct empty list, which is quite unrelated to tzdata.
I also can't reproduce it. Can you?
